HOUSE JOINT RESOLUTION NO. 1 by Representative Kohring:                        
                                                                               
Proposing an amendment to the Constitution of the State of Alaska             
requiring that provisions of a bill that levy a state tax, increase the        
rate of a state tax levy, or repeal or reduce an exemption from a              
state tax levy require the affirmative vote of a majority of the               
qualified voters of the state who vote on the question.
